National Plans on Gender Equality

The measures envisaged by the state to promote gender equality are included in different plans of actions, developed since 1996.

 

 

  National Plans of Action in implementation of the Beijing Platform for Action

 

The Bulgarian National Plan of Action in implementation of the commitments of the Republic of Bulgaria undertaken at the UN Fourth World Conference on Women, (Beijing, 1995) was approved by the National Council on Social and Demographic Issues with the Council of Ministers on July 2, 1996. The document is a combination of government initiatives and initiatives, suggested by the non-governmental organizations. However, it is the NGO sector that has worked consistently in the main directions, outlined in the Beijing Platform and Plan for Action (1995). The main goal of the measures is the achievement of real equality and development of women in all spheres of social life on the basis of sustainable social and economic development and reaffirmation of the democratic civil society. The need of institutional mechanisms for providing equal opportunities to women and men is stated in the Plan as well as the necessary steps that should be taken for making amendments to the legal system. The Plan gives account for the responsible institutions and organizations and the necessary resources for the implementation. The Council of Ministers adopts with its Decision 1101/30.09.1996 Measures of the Government for the implementation of the Plan.

 

In October 2004 Bulgaria submitted its Governmental Report on the implementation of the Beijing Platform for Action (1995), adopted at the Fourth UN World Conference on Women and the Outcome of the Twenty-third Special Session of the General Assembly (2000) to the United Nations Economic Commission for Europe. No NGO Alternative Report for Bulgaria has been submitted.

 

  

  National Action Plans for promotion of gender equality

 

The National Action Plans for Promotion of Gender Equality (for 2005 and 2006) are developed pursuant to the commitments of Bulgaria with the EU integration process on Chapter 13 Social Policy and Employment and aim at joining the efforts of the institutions for implementing the policy for equal opportunities for women and men in all spheres of economic, political and social life. The actions envisaged in the plans are directed towards the whole society and encourage equality in decision making, awareness raising and elimination of gender stereotypes for the roles of women and men. For 2007 is not envisaged a new plan as part of the measures, included in the Plans for 2005 and 2006 have not been fulfilled yet, which requires, therefore, the efforts to be focused on them first.
