All Different - All Equal Campaign

European Youth Campaign for Diversity, Human Rights and Participation



In 1995 – 50 years after the end of  World War II – the Council of Europe ran a European Youth Campaign entitled “All Different – All Equal” in order to reinforce the fight against racism, anti-Semitism, Xenophobia and Intolerance.

Nevertheless the struggle – 10 years afterwards – still goes on. For this reason, from June 2006 to September 2007, the Council of Europe will run a new Campaign for Diversity, Human Rights and Participation, based upon the same slogan and using the same successful logo.

  Why is the Campaign Important?

What is the slogan “All Different – All Equal” about?

It refers to the fact that people all over the world differ in so many ways, for example what people believe in and how people look, but regardless of these differences they should be given equal rights. Did you know that in some regions of Europe people with a non-white skin colour are afraid of walking alone on the streets? Did you know that in some regions of Europe gay people cannot kiss in public without fearing harassment? Did you know that in several regions of Europe having a handicap means not taking part in public life? Did you know that you have the right to be heard in all decisions regarding young people’s issues? That is what the Campaign is about: to respect diversity, to know about human rights and to take action in defending your own rights as well as to stand up against the discrimination of others.

  The 2006-2007 Campaign

The 2006-2007 Campaign is being organised in partnership with the European Commission and the European Youth Forum. Its target group is the civil society, both at European and national levels, in particular non-governmental youth organizations and youth initiatives as well as national governments and local authorities. The European Steering Group (ESG) takes decisions at strategic level and oversees the implementation of the Campaign. The ESG comprises 8 members from the statutory bodies of the youth sector of the Council of Europe (governments and NGOs), and representatives of the European Youth Forum, the Parliamentary Assembly and the Congress of Local and Regional Authorities of Europe, The European Commission, UNESCO, the United Nations High Commissioner for Human Rights, the European Commission against Racism and Intolerance (ECRI). The Secretariat manages the planning, implementation and the evaluation of the Campaign according to the decisions of the Steering Group. It is responsible for the European-level activities and the communication strategy of the Campaign. It offers support to the NCCs in their work.

In the 48 states that adhere to the European Cultural Convention of the Council of Europe were set up National Campaign Committees (involving NGOs, authorities, institutions, media). Their task is to develop and implement a national campaign programme in co-operation with the Council of Europe.

  In Bulgaria

In Bulgaria the Campign responds to the priorities and aims of the Campaign at the European level and is implemented with the support of the State Agency for Youth and Sports through the National Campaign Committee, established on 19 January 2006. it is chaired by Vesela Lecheva, and the Coordinator for Bulgaria is Vesela Mangeyna. The constituent committee was comprised by representatives of a number of youth non-governmental organizations from the whole country, of media and local authorities.
